But you have made half a choice, you should choose for one or another.
Referring to a file in a distributed ChangeLog means the file should
be part of the distribution too. If you don't mean to make them part
of the distribution, we can maintain a separate ChangeLog in the
developers directory, or just not maintain it at all.
