Hmm, that's not quite what I mean - I don't want it to rebuild any make
files or such unless I ask it to, regardless of whether the stuff is out
of date or whether I have the tools available. I think this is generally
much safer, less error prone, more portable, and less likely to have 'odd'
things happen in random environments.
