  Fixed too it will be in the distribution under include but not installed
by "make install"

  I was tempted to simply #ifndef WIN23 out the ICONV part of the
xmlversion.h.in when I realized that cygwin may actually have iconv()
support, if this is not the case tell me ...
  I will try to see if I can patch the "make dist" process to force
the default installed xmlversion.h to be with ICONV and DEBUG off,
this should not impact Unixized builds where this file is rebuilt.
