I cannot advise on the other points mentioned, but I would prefer calling
WSAStartup from the application and don't put it into libxml2.

The WSAStartup function can be called many times, the only requirenmet is to
call the same number of times the WSACleanup function. And there are functions
to initialize and cleanup in the libxml nanohttp and (I assume) nanoftp. And
this makes the Winsock DLL to load only when is necesary.
