[xml] couple of questions

Hi - I have a couple of questions.

1) I was wondering what the approximate timeline for UTF-16
support is - I see that you have it listed as urgent in
the TODO file.

2) Are there any plans to remove calls to exit() from the
code? They become problematic when using the code as
a library.
