Should we disable this by default, and create a configure option to
enable it? Or should we just disable this completely, based on the
assumption that ldconfig is only supposed to speed things up, and
such optimizations should be left up to the sysadmin?

If I type gmake install, it says:
ldconfig: /var/run/ld.so.hints: Permission denied
Aside from the fact that it's stupid for it to run it when I'm not root,
the real danger here is that people who are root have their ld.so.hints
files changed *without my having said so*
We need to make this an option that an administrator has to explicitly enable.

I consulted with one of the local BSD experts (Jeff Forys), and he's
telling me that he would not want ldconfig to add libraries to the hint
file without him saying so, for security reasons.
The ldconfig manual says:
In addition to building a set of hints for quick lookup, it also
serves to specify the trusted collection of directories from which
shared objects can be safely loaded. It is presumed that the set
of directories specified to ldconfig are under control of the
system's administrator.
