Only people that modify autoconf/automake-related files need
up-to-date versions fo autoconf and automake (or even need them at
all). I assume you're going to modify `configure.in' and
`Makefile.am's, so I'd recommend you to upgrade both.
noinst_LTLIBRARIES, for example, was not available in old releases of
automake, because libtool did not support convenience libraries then.
