[xml] encoding in htmlParseDoc

Hello.

htmlParseDoc has parameter encoding which is not used.
Function htmlCreateDocParserCtxt ignore it.

I did not find this feature in TODO.
 
Is it planning to implement?

I need this parameter when parsing koi8-r context.
If document have "Content-Type" inside it is OK.
But russian http servers usially provide at least
several encoding for same documents. The convertation
is doing by http server.
