[xml] Release of libxml 2.2.9

  mostly a bug fixes and cleanup release:

    http://xmlsoft.org/
    ftp://xmlsoft.org/ and on the Gnome FTP server

  - Fix the Windows problems of 2.2.8 (well I hope so)
  - integrate OpenVMS patches
  - better handling of some nasty HTML input
  - Improved the XPointer implementation
  - integrate a number of provided patches
