[xml] Release of libxml-2.2.8

  Okay I released a new version 2.2.8:

Where:
  http://xmlsoft.org/
  ftp://xmlsoft.org/ and on GNOME FTP server(s).

What's new:
    - First version of XInclude support
    - Patch in conditional section handling
    - updated MS compiler project
    - fixed some XPath problems
    - added an URI escaping function
    - some other bug fixes

  I think I integrated all the patches that were sent, and tried
to fix all reported problems. The new thing is Xinclude which will
probably need some small fixes to be added to Windows projects files.
