  Damn this is getting seriously off topic !!!
 - Yes autoconf default to /usr/local (unless instructed --prefix)
 - No it's not a problem
Rebuilding the rpms from the tar.gz is done by
 rpm -ta libxml2-2.2.5.tar.gz
and generates *both* libxml2-2.2.5 and libxml2-devel-2.2.5 RPMs
configured for installation in /usr.
Hence there is no tar.gz for the libxml2-devel don't look for one this
does not exist.
