err.. the configure script is broken (linux & cygwin):

this looks like an include path problem .. formerly using libxml/ and
now include/libxml/
I don't know a thing to automake autoconf, so I can't fix this. The
MSDev project files also need updating. Will see what I can do over the
weekend. Depends if someone submits a patch to the autoconf problem.
