[xml] libxml-2.2.3 is released.

 Lots of bug fixes, cleaned up the code handling the entities,
removed some deprecated code, etc ... I should probably have
renamed it 2.3.0 considering the amount of changes but I would
prefer more external testing first,

 If there is fixes which seems to be missing, send them again
I'm around 500 mails/day and I do drop things from time to time :-\
