[xml] xml and internalization

I get this a lot with xml-lib 2.2.0:
Entity: like 1: error: xmlSwitchEncoding: no input
<?xml version="1.0" encoding="ISO-8859-1"?>
                                                                      ^

Entity: line 15: error: Input is not proper UTF-8, indicate encoding !
 (this is caused by ä and ö:s in the content...)

in this case xml lib is used in kannel wap gateway..
