I recently built libxml2-2.0.0 under Cygwin 1.1.2, a POSIX
environment built on GCC and GNU tools. The build went without
problems, but it failed a number of tests. I haven't had time
to look into it any more than this.
In theory, you could have a set of XML tools built on Win32 using
Cygwin that would not risk becoming dependent on any MS tools.

Honnestly I'm Win32 agnostic. I just want:
- not to destroy the existing code
- to try to isolate those Win32 specific issues and constructs
in a separated file (specific includes, defines, exports for DLL,
etc...) hence the specific config file.
Also don't ask me to check anything on Windows, I don't have it and
don't expect to use or install it in the forseable future. Testing
occasionally on Solaris or AIX is possible for me without too much
pain so I do it from time to time.
