[xml] Building a DTD from scratch

I am trying to figure out how to build a DTD from scratch using libxml.
The technique I was thinking of would be similar to the example at
xmlsoft.org/#Building only I want to build a DTD instead of a document.

I am using the 2.0.0beta released on March 14th. Can anyone on this list
post a simple example of this.
