[xml] small bug: xmlSubstituteEntitiesDefaultValue multiply defined

I noticed 'int xmlSubstituteEntitiesDefaultValue' is defined in both
parserInternals.h and parser.c. Shouldn't it be changed to
'extern int xmlSubstituteEntitiesDefaultValue;' in parserInternals.h?
My program wouldn't link untill I made this change myself.

I have done a CVS update just before writing this message
(my CVSROOT is anoncvs.gnome.org:/cvs/gnome)
